 * I got a basic HTML/CSS based website and I want to add were it says latest news,
   latest posts and pull the information from my blog. How can I do that? What code
   do I need to place?

 * no, it’s the exact path to wp-blog-header.php, which would be ../blog/wp-blog-
   header.php ( although the relative “..” is a bad idea )
