Note: I reverted back to version 1.6.8. It seem to work fine. Issue when update to 1.6.9 version. Please check.
Also. customers seem to report that the Shipping address in Checkout page got overided by Paypal Account Shipping address. Please have a look at this issue as well.

PayPal only accepts one address to be send over from Woocommerce to PayPal billing page. Based on the plugin settings, either the billing address or the shipping address is passed. You can choose which to send under the plugin settings.
customers seem to report that the Shipping address in Checkout page got overided by Paypal Account Shipping address.
That is the correct workflow since the address returning from PayPal page is saved in the order details.
Please also check the issue I mentioned above:
Latest Plugin not transfer address from checkout page to paypal.
On the paypal billing page, the shipping information is blank (not automatic filled in as in check out page)
