I turned Jetpack mobile back and cleaned cache both worked fine. For some web hosting such as godaddy, some of their package has server cache and there is a setting in WordPress admin to clear it. * I don’t know if you have it. Even validator.w3 only had 3 mistakes had heaps with W3 Total Cache.
