LANDING PAGE

I was initially trying to create a “Coming Soon” page, but I received a message displaying that a “Coming Soon” page could not be created because the site did not have a landing page. I checked the theme and under “Post” there was not a landing page. I also looked under the menus and there was no place “Static Page” option. How do I create a landing page and make it a static page?
