If you are editor or author and you have the capability moderate_comments, that should work.
You are on current WordPress, not an 4.3 version or older?
Could it be you use a plugin for roles and capabilities, but moderate_comments is disabled?

as Administrator i have no Problems, but with the role “Redakteur” i dont have the entry “Guestbook” in the Dashboardmenu
i use WordPress 4.8.1
I just tested, but as editor I can moderate comments under Guestbook. I just cannot alter the settings.
Can you tell me which theme and plugins you use?
It is listed on Dashboard > Guestbook > Settings > Debug-tab

I would think it has to do with Visual Composer, that is denying acces to plugin pages.
I am not very experienced with VC, but they themselves advise to use a plugin like User Role Editor. With that, you can assing moderate_comments to Editors again.
Can you confirm that with that plugin you can make it work?
If so, you want to reset those passwords. There is no need for me to keep having access.

i have testes user role editor and other similar plugins, it didn`t work 🙁
now i have tried to deactivate “Visual Composer Plugin” but it didn`t work yet
Fixed through email by adding moderate_comments with the User Role Manager plugin.
