Just upgraded to 3.1 and have 'fatal error."

    Just upgraded to 3.1 and have the following error statement at the bottom of the dashboard. Plus, I am no longer able to add tags to my postings.

    Fatal error: Call to undefined function: encodeunsafe() in /home/croland/public_html/blog/wp-includes/compat.php on line 136
