Look around, a number of people are reporting the same problem. Search is your friend.
I’m having the same issue. I’ve checked wp-includes>version.php and the version does say 2.5.1. I checked it both on my site and the download to be sure they both were right. Maybe this has something to do with the latest WordPress exploits and I haven’t found all the crap that was added to my site.

If your site shows still calls for an upgrade then you either uploaded the wrong files, or you didn’t upload all of the files.
I upgraded via svn (svn sw http://svn.automattic.com/wordpress/tags/2.5.1/) and the dashboard still says I’m on 2.5 and need to upgrade to 2.5.1 even though version.php shows $wp_version = ‘2.5.1’;
