Unless I’m missing something, the FB commenting box does not adhere to the “Allow Comments” being UNCHECKED (off). I have posts, and pages turned on in the FB Comments settings, but it will display regardless of the Allow Comments being unchecked.

Can you make the comment box turn on or off with the WP Discussion “Allow Comments” option?

Again, if I have missed something, please let me know.

    Thank you!

The Facebook Comments Box social plugin displays existing comments posted to Facebook servers and solicits new comments. WordPress breaks these into two separate checks: have comments; comments open.

If you had existing comments submitted through the Facebook Comments Box social plugin the box would display those comments (in “social” order relative to the current viewer’s friends or total comment likes by default) and also be open for new comments. The Facebook plugin for WordPress therefore needs to check if there are any comments stored on Facebook servers for the post that would be displayed in the Comments Box and should not display the Comments Box if you’ve unchecked Allow New Comments in the WP Discussion area and there are no comments stored on Facebook servers.

You can override these decisions using filters; these are just default choices.
