It doesn’t reduce on “Cash On Delivery” payment Method

Depending on your setting the order status after customer purchase using Cash on Delivery payment method is either Processing or On-hold: https://docs.google.com/file/d/0B5cehBXpP3o8blBMUDc1LW41LVE/edit?usp=drivesdk You need to change it manually to Complete after receiving the payment or confirmation and then the stock should be reduced.
Please let us know if it’s not working that way.

Hi My Cash On Delivery Settings is set to processing. But the orders goes to “Pending” I tried changing statuses to Processing & Completed it stil doesn’t reduce the stocks.

You have to reduce stock manually too.
