Jetpack locked me out of site and recover email doesn’t work

I haven’t logged into my site for a while now and today I go to login and get the following message:
Your IP address 162.144.20.95 has been flagged for potential security violations. You can unlock your login by sending yourself a special link via email.
But this isn’t even my IP address. I get a link sent via email. But the email doesn’t work. It says: {“error”:”Bad Request”,”message”:”Invalid input.”}
Why is my IP address showing up as another IP? How do I regain access to my site?
