I fixed this by installing php71-ctype module. This resolved the issue and I am now able to activate the JetPack plugin and register properly. However as soon as the integration is complete page rendering breaks and all that is returned from my URL is a blank page with no content. As such I started disabling plugins one at a time until I found the culprit. It appears that when I have [https://wordpress.org/plugins/wp-front-end-editor/](https://wordpress.org/plugins/wp-front-end-editor/) plugin installed, the rendering breaks and the above error kicks off. When this plugin is disabled all is right with the world.
