JAVA ERROR 1603

Good Afternoon,
Hi there I am new member here on this tech forum and i am desperate
with a trouble for 6 months with out resolution
i must do IRS declaration and for this they ask me to do Java update
but once the update is finalizing i get the generic error 1603 for JAVA update.
I already tryed a few things but nothing seems to work, can someone help me with this pleaseeeee.
My O,S. is Win 7 Ultimate and i have Google chrome as my predefined browser but i also have I.E. and fire fox in case i need them.
As protection i only use Microsoft Security Essentials and Malware-Bytes Anti Malware.
Please help me with this otherwise i can not send my IRS declaration for this year.
