It's like all the Javascript & CSS disappeared

Will you take a look at this? None of the javascript capabilities are there. Furthermore, I have it set to have 3 columns. None of the formatting is going on. I don’t want to reinstall because I have all the captions/tags/titles meticulously inputted.
What happened and what can I do?
