Is this possible?

I want to do something like http://www.adoptimist.com/. I would need to be able to do back end stuff, families would need to be able to log in and do their individual stuff, there would be log ins, pay sections, sign ups. A birth mother would need to be able to search for families based on criteria the adoptive family would make a choice of (region, open, semi open, married, single, etc). She would need to have a section where she could favorite families she likes (privately in her own section), etc.
