In order to get adaptive resizing you must use ShortPixel Adaptive Images. It is the plugin itself who determines what image size the user needs.
To make use of ShortPixel Adaptive Images, you need to purchase some credits from ShortPixel. Here’s some more information:

From what I understand, without CDN and without credit purchase, this plugin don’t do anything at all. If so, why is it in WordPress plugin repository?

Then the plugin does nothing in terms of adapting images. It’s the CDN service that makes the magic happen and the “adapting” cannot be done without using the CDN. You’re basically selling a CDN service lol.

It’s not that you can use the plugin without a CDN. The plugin will always use a CDN to deliver the optimized images, and you can choose what CDN to use.
In any case, even though the question is irrelevant because of that, the answer would be no. 🙂
