Is there a plugin that limits the number of pages a single IP can open

Recently I added a business directory to my wp site.
Normally visitors check for services in only one or few towns and then leave. But a few weeks ago I have noticed a few visitors checking tens of geographically unrelated towns and after those visits several pages of my directory appeared on competitor sites.
It took me weeks of hard work, many calls and emails to find out the cities where each of the companies offer their services. This is the first online directory for this niche. And now somebody can simply steal the content overnight.
I have done everything I could think of to protect my content, removed content from Google cache and online archives. I have added WP-Protect plugin which is good to make life harder for unexperienced content thieves. I check my visitor stats several times daily and whenever I see a suspicious visitor I use a plugin called IP Host blocker to forward him to a page where he has nothing to steal. But sometimes the potential content thieves have already managed to open 10s of pages before I can add their IP to IP Host blocker.
Is there any plugin which would allow a unique IP to open only a limited number of pages (for example 5) and then it would get forwarded to a page with no valuable content.
So far I haven’t found such plugin.
