I know how to write HTML and CSS to create my own site (I’m using Github pages), and I know how to self-host a WP install (using Dreamhost). My dilemma is this: I want to create my site with my own HTML and CSS, but also have a blog page. It appears that I can can have a static site (no blog) that I create, or I can have a blog, but have only partial control over it. Is it possible to create a site with my own HTML and CSS and use WP for only the blog page? Or do I need to learn PHP to completely modify my WP site? Thanks!

I’ve opted for the custom theme route, so you can ignore this question.

Looks like I came a little too late here but anyway I will answer as Yes you can have a separate WordPress blog on it’s own separate directory. as I have done for my site!
I uploaded all my own html and css then created a separate directory in the root and then just installed WordPress there!
Good Luck on your site Doug1
    All the best
