Is it possible to create a new role based on Administrator role?

    It’s possible.
    1st way – ‘Administrator’ role is unavailable in URE dropdown by default. Make it available turning ON the option at Settings->User Role Editor->General tab. Then it will be possible to select ‘Administrator’ to create a new role as copy of it.
    2nd way – create new role as a ‘Subscriber’ copy, then click bulk selection checkbox to the left of the “Quick filter” control at the top. All existing capabilities will be selected. It’s possible to use ‘Shift+Click’ to invert the current selection. Update role to save the changes.
