Is it possible to add shipping method on checkout using hooks in Woocommerce

I am using woocommerce and i have a situation where i have provide different rates to each US states for 1 day shipping. And a same flat rate of $10 for 3 day shipping to all US states. For this i have to repeat the second shipping option with all the states while defining shipping options. What i want to ask is it possible that i can add this second method on run time with every state using hooks? I have seen i can remove any method using hooks but i don’t find any example to add a new one. Please provide me some help
