Is everything a block?

    I am refering to the catch phrase for Gutenberg in WordPress 5.0 which is: “everything is a block”. But it seems that a title for a post is the exception. When I click on (Add a title) a title in a post and then click on the block-tab on the right side in Gutenberg I get “No block selected”. This means a title in a post is not a block. Is this correct?
