Is a scrolling menu like this possible [example included]

I was wondering if anyone knew of any plugins available to have this effect on the menu (click on Products to see what I mean):

I don’t really even know what it’d be called to search for it.

I am using the Ultimatum theme and I’m okay at changing basic CSS, but not a code wizard, so a plugin would be preferable (if one exists)
