   also coming from a German IP adresss.

 * I’ve tested it: the site is blocked generally – no matter where you come from.

 * Those issues are often related to usage of caching plugins.

 * If you are required to use Geolocation blocking and this plugin, you have to 
   go with one of those two options (or both):
    1. Try with setting “Validation timing” to “mu-plugins”; or
    2.  Disable ANY caching plugins, this will let IP Location Block to properly verify
       the requests.
