What kind of webcam – have you looked at the documentation? I have one – set to upload every 10 minutes, but a lot of the configuration is done by the software in the camera.
Do you have it streaming to your local computer – looks like that’s all it’s intended to do.

Right now there is no server. Since it runs on an IP address it’s streaming 24/7 with an app for my phone.

To start with, you’ll have to have WordPress installed on a live server – and then I’d suggest asking your hosting company for help on their end.
It looks like you have the camera on your local network. You need toi find out how to diaplay the camera image in a web page. This information you need to get from the camera manufacturer. For some cameras it is easy, depends on the support built into the camera.
Once you can display it on a web page, it will be easy you could just add an iframe to a WP page and put the html code in it.
You can stream video through YouTube Live directly from a camera. You can embed the live video in the same way as the normal YT video.
