Not sure what do you mean by “deleted and uploaded back”…
If the wp-config is correct – then it should not go back to the old database.
Well I got my previous WP with someone else and there was a lot of publicity for his stuff on it so even though he claimed it ranked better with SE I didn’t want to use it.
So I deleted all the files on my website servers and when I re-installed it using your free version at wordpress.org, it told me that I already had a database and I needed to “clear it”, “delete it” (I’m not sure what was the wording).
After I deleted the previous database and created a new one, I uploaded everything including a new wp-config.php file with the information for the new database.
When I try to run the install.php file it keeps telling me that the path for my database is wrong and it shows me the address of the old database host.
I looked everywhere I could think of but I can’t figure out why it insists on reading the old database address.
Is it set to localhost and is your database name and user name your-ftp-username_dbname ?

I’m not sure about the last part of your question but it’s not localhost, it has a different address (I’m not one of the 99%). All my information is correct on my database in my hosting service… (I checked it a dozen times!)
It must be some lingering file somewhere… how else would it know the name of the last database host. When I deleted everything I must have mist something.
Ok, I got it working!
I deleted everything again and uploaded it and it’s working.
Whatever I mist the first time I got it this time.
