Installing WordPress

I new to WordPress, and not very familiar with PHP scripting. I ended up downloading the zip file for version 3.4.2, have created a MySQL account and web domain. When I go to the web page “file:///C:/Users/User/Downloads/wordpress-3.4.2/wordpress/readme.html” that I uploaded and click on the wp-admin/install.php, it take me to the setup page but not readable with a “Your server does not have PHP installed, or PHP is turned off” message. I’ve downloaded phpadmin, Php5 and Wampserver. I really don’t know what any of those mean and I was hoping when I installed them that my PHP scripting would be activated. Is there a step by step tutorial for anyone who can’t get the easy 5 minute install?
