After the successful onboarding the Pinterest plugin settings are available in WordPress admin panel under Marketing –> Pinterest

It appears to me that the add-on is only installed. I see this message:
Pinterest for WooCommerce requires a minimum WooCommerce version of 5.3.
Pinterest for WooCommerce requires a minimum Action Scheduler package of 3.3.0. It can be caused by old version of the WooCommerce extensions”

what you’ve mentioned is correct, those are the minimum requirements to install and use the Pinterest for WooCommerce plugin.
Once fixed/updated you can proceed with the plugin onboarding.

The minimum WooCommerce version is 5.3 and for Action Scheduler is 3.3.0 here is the link: https://wordpress.org/plugins/pinterest-for-woocommerce/#installation
You can check which versions you hav on the System status Report.
Sometime there are some WooCommerce extensions that can alter the Action Scheduler version. So you need to do a Conflict test to find which one is introducing the issue.
I suggest you to:
1- create a staging site with a fresh copy of your live site
2- Update WooCommerce to the latest version
3- check if the errors are still present.
4- if error still present start with the conflict test (only plugins theme is not necessary to be changed)
5- once you find the plugin that is introduciong the issue report it to WooCommerce.com
