Everything I read points me to the php error log
Well, our lack of knowledge is a problem, too: What errors are you getting? Are you sure you got WP installed? Did you try: Resetting Your Password « WordPress Codex.

I’m pretty sure everything is installed. Here’s the error i get when attempting to reach wp-admin.php and wp-login.php:
“The server encountered an unexpected condition which prevented it from fulfilling the request.
The script had an error or it did not produce any output. If there was an error, you should be able to see it in the error log.”
I had to go back and tweak the wp-config file as I did have an issue there, but was able to resolve that one. I will give the reset a shot. But if i go back to my domain like pickedit.com/wp-adming/install.php I get the “already installed”.

Did you upload all WP files in auto mode in FTP? Windows or linux hosting?
Linux hosting and I used FileZilla to upload all of the files to the root directory.
Reup fresh copies of all files; I don’t think you got them all uploaded. Look for an .htaccess file in root and delete it if there is one.

Hmm….i deleted everything and started from scratch. No htaccess file and same issues.
Talk to your host; in these forums there seem to be few instances of people using Globat, and there might be a reason for it. It still looks like an .htaccess redirect problem. If they’re not helpful, find a new host.
