Installation: Some tables are not created and installation stop

My installation stop and display only a WP logo and empty body at step 2 of installation. If you refresh the page, it requires to repair the database and below are some of the tables that are not created.

wp_posts: Table ‘mytestsite.wp_posts’ doesn’t exist
wp_comments: Table ‘mytestsite.wp_comments’ doesn’t exist
wp_links: Table ‘mytestsite.wp_links’ doesn’t exist
wp_options: Table ‘mytestsite.wp_options’ doesn’t exist
wp_postmeta: Table ‘mytestsite.wp_postmeta’ doesn’t exist
wp_term_taxonomy: Table ‘mytestsite.wp_term_taxonomy’ doesn’t exist
wp_term_relationships: Table ‘mytestsite.wp_term_relationships’ doesn’t exist
wp_commentmeta: Table ‘mytestsite.wp_commentmeta’ doesn’t exist

I have increased the max execution time to 120 and yet still the same. I am using PHP Version 5.5.11 that is part of xampp-win32-1.8.3-4-VC11-installer.

Please let me know how to resolve the issue.
