Installation problem http://localhost/?step=2/?p=1#comments

Hi

I’m trying to install WordPress on our Intranet (IIS). It’s installed in the directory http://localhost/blog which shows the “Hello World” comment. But the style sheets arent workign and all the links point to something like http://localhost/?step=2/?something which is just going back to the Intranet home page.

I’m sure this must be simple, but what am I doing wrong.
