I’m no expert but I think your download for 351 has been compromised, I’ve tried to install it five times now all with the same result.
During the install I’m not even asked for admin details, instead of the install finishing with the normal WordPress “Were you expecting more” page it goes straight to a dummy page, you cannot log in from it, you cannot access the admin panel from it.
I suggest someone tries this out immediately, because if it’s not you it’s a problem with my host !!
I’ve just downloaded and tried to install the tar.gz file, this is what I get

have you discussed the issue with your hosting provider?
Explain to me in what possible way this could be a hosting provider issue

Ask them if they have any problem at their end, or they made any changes to your account, or if there are any limitations/restrictions to install WordPress on their server. Also check with them if you need to upgrade the hosting account in order to install and run your verson of the WordPress, etc.
If that is the case, and I very much doubt if it is.
Why is this page showing only AFTER I have run the WP installer, and why would someone go to all the trouble of putting a fake WP page on hosting providers server ?
I am already running a WP site on another hosting account with them without any issues.
There’s no compromise in the download.
I get an already installed message when I visit forumdoctor.com/wp-admin/install.php
“You appear to have already installed WordPress. To reinstall please clear your old database tables first.”
This appears to work just fine: forumdoctor.com/wp-admin/
..as does this: forumdoctor.com/
What exactly is the issue?
[edit] I notice from your screenshot that you also appear to be logged into the admin area of talkingreds/blog/ while doing your other install. Any difference when you log out of that site, clear your browser cache then retry the forumdoctor.com site?
[re-edit] without knowing what you’ve done for a database on the new site, inspect the information you entered in the wp-config file. Make sure the database you created for the new site is correct entered in wp-config. If you’ve imported a database from a different site, or are using a previously created database for a new installation, I suppose those could also be potential areas of conflict.
