installation header failing

wp-config is missing an end tag. me adding it doesnt make a difference
wp-login had an extra space at the end ?> but me removing it didn’t make a difference

the start/end tags both come up red in Notepad++

this is a brand new installation of wordpress so i dont know why it is all messed up when i haven’t done anything to it yet.
