Did you create the wp-config.php file manually? Have you confirmed that the file exists in the root directory of the installation?

I went to wp-config-sample.php and edited just like the readme said, and saved it as wp-config right in the wordpress folder.

are you sure it is in the wordpress folder on your site, and not just in the initial download folder on your computer? Or are you typing in your directory properly?

it has to be in the same folder as all your other wordpress files. should be in the same as wp.php, wp-atom.php, wp-blog-header.php just to name a few.

you sure its wp-config.php on your server? Otherwise you are obviously doing something wrong serverside. Its a human error somewhere.
