Install plugins in local installation

Just installed wordpress first time on fedora on an apache locally. Now I would like to install plugins like mentioned on https://codex.wordpress.org/Plugins_Add_New_Screen. However, there is no “add new” button. Is this because of wrong network settings in apache? What would I need to do?
