Inserting chinese characters into wordpress

I’m having trouble inserting chinese character into my english-based wordpress blog. I’ve tried looking in localization, and installing wordpress in different languages but none of those help with my problem.

Here’s what I’ve attempted but failed:
1) checking the meta tag for character encoding to UTF-8
2) turn off rich editor and using the classic post editor
3) changing collation in mysql from latin1_swedish to utf_unicode_ci

The weird thing is, the chinese characters turns out right in the admin area but not in the main blog.

Does anybody have any suggestion or somewhere I can look for a solution?
