if you’re talking about the Hyperlink, I’m haven the same problem…i ended up disabling the Google libraries plugin and that helped, but now the window appears on the bottom of my page.

I am sorry. I shall have a try with my plugins just to see if anything helps at all.
I would say good to know I’m not alone, but it’s a pain so I won’t.
Sadly, a handful of people have had issues with 3.9 and the post editor.
The tl;dr is that a plugin (or theme) you’re using is breaking the visual editor. The best way to diagnose would be via your browser and the console. We have some directions here:

Doing that will help you narrow down WHAT plugin it might be, as well as what it’s missing.

Thank you – found the problem to be ultimate nofollow.
I was having the same issue since the WordPress 3.9 update.
I also found the problem to be with “Ultimate Nofollow” plugin.
I tried deactivating/reactivating and the problem did not go away.
I tried deleting the plugin and reinstalling it with no success.
The only way to get things working is to completely delete the “Ultimate Nofollow” plugin and hope they fix it in the next few days.
I will email the “Ultimate Nofollow” developers to let them know.

I updated to 3.9 a few days ago and am also unable to insert link. The box seems dead. I have inserted links many times before with no problem. I do not have ultimate no follow plugin. The only thing I did was update to new version wordpress and updated plugins. I am not very tech savvy. Hope next version of wordpress corrects.
On my computer, which is running Chrome, I have the same problem but I found a fix that’s a silly one.
Hover over the Add Link button in the Insert/Edit link box and if you carefully focus the end of the arrow over the very bottom edge of the button, the arrow turns into a clickable finger. This may work for you – it certainly works for me.
