initial login trouble with 2.3

Hello, I’m in desperate need of help. I uploaded the directory files to a server, set up the database, and installed WordPress 2.3. I got my random password and username. I typed the information into the “/wp-login.php” page and clicked “log in,” and my browser (I.Explorer) responded with:

“This error (HTTP 403 Forbidden) means that Internet Explorer was able to connect to the website, but it does not have permission to view the webpage. Most likely causes: This website requires you to log in.”

I closed the window, re-opened and re-entered the same login info, but this time I clicked “remember me,” but it still didn’t work. I enabled cookies, tried again, and it still didn’t go through. I disabled my Windows Vista OS firewall and it STILL did not work. Somebody PLEASE help me I’m completely lost.

Also, the host name is not “localhost,” I had to change it to an address beginning with “mysql3” during install. I used “phpMyAdmin” to install v.2.3.
