The smush_check_for_conflicts cron event both runs and gets rescheduled on every single request to the admin area if no conflicting plugins are installed.

The Admin::check_for_conflicts_cron() method sets a transient containing an empty array. The Admin::show_plugin_conflict_notice() schedules the smush_check_for_conflicts event if this transient is boolean false or empty, thus causing a neverending loop of cron events that run and get immediately rescheduled.
