Please provide some more information as we have never been reported an issue like that. Most probably its related to issues in your installation, not our plugin. But if you provide some feedback we’d do some extra checks.
Here are some details:
PHP 7.4 FPM, mySQL client 5.7.44, WordPress 6.4.3,
Redux Framework 4.4.13, Unyson 2.7.28, a few “small” plugins, Ninja FW 4.7.3, Cookie Notice,
Theme Liberty (not compatible with higher PHP)
Everytime, I activate Cookie Notice I get a message from Ninja. I can see this new administrator in my user listing in the backend of wordpress. If I deactivate Cookie Notice, this administrator-11 does not appear again after deleting. Do you have any idea?

Since yesterday evening I had no new administrator entries, but now there is a new one with deactivated Plugin Cookie Plugin. I will correct my rating immediately.
