index.php not loading after migration

I’m trying to migrate an existing WordPress installation. I’ve got the files moved and databases imported, but when I try to load the site on the new server using a temporary URL, index.php won’t load, but instead insists on being saved.

I’ve updated the wp-config.php file to account for the new database information and the temporary location. I’m using that temporary location to be sure everything migrates properly before switching the nameservers.

Any advice as to why the index.php won’t load? Is it the “~” in the URL?
