Include users without posts on Author page in Twenty Eleven

I’m using Twenty Eleven theme and have authors who contribute pages rather than posts. Is there a way to include them on my Authors Page even if they have not posted, including avatars if possible. In fact it would be very nice if just the page and post Titles were listed below their bio.

I only know enough code to make a big mess so help would be appreciated.
