Import tax rates not working, Bug?

I think this may be a bug.

Previously we have always been able to export our tax rates (we have a lot of part tax rates we need to set up in our shop e.g. 6% VAT) then make any changes neccessary to the CSV file and re-import perfectly.

We’ve also been able to do the same for just making new tax rates (we would use an exported CSV of a different rate, with all the country codes we need – modify for the new rate – then import).

I’ve tried using different sites of ours on different versions of wordpress(4.7.6), I’ve deactivated all plugins, even tried the test CSV provided in the woo documentation for importing tax rates but nothing will import.

Everything exports fine and when I go through the import process I am notified that the correct number of rows have been imported, however they do not appear in my newly created tax rate atall.

Any help would be much appreciated. Having to input 20+ rows of country codes every time we need a new tax rate will be a terrible time hog.
