The Flexible Shipping plugin itself does not include an option to import such a price list.
We offer a separate solution that allows you to import and export shipping methods – https://octolize.com/product/flexible-import-export-shipping-methods-woocommerce/, while it was created with existing methods in mind. Importing such a price list could still be a challenge.
Flexible Shipping Import/Export is a paid solution, so if you would like to discuss the features of this plugin, please write to us directly at https://octolize.com/support/, as we cannot discuss premium solutions here, due to the rules of this forum.
I see you are using FedEx services. Setting rates manually can sometimes be time-consuming. We offer a free solution that allows you to automatically display FedEx rates, for your account, check out: FedEx Live Rates plugin – https://wordpress.org/plugins/flexible-shipping-fedex/.
