Let me see if I understand your question correctly. You want to export the settings for each download file you add in the plugins settings. so that later on you will be able to import these into a new site, including the media files. Is this correct?

No. I am setting up a new website where I plan to offer lots of files for downloading. I want to use this plugin to serve downloads and record stats.
The problem is, current UI requires manually creating a download for each file. I wish to speed up this process by creating downloads in bulk.
I can upload all files to the media library and make a list of their URLs. I can then create a csv file containing download names and those file URLs. Would it be possible to batch create the downloads from this csv?
Hi, unfortunately at present we don’t have a feature in our plugin to achieve what you are trying to do. However, I have submitted a message to the developers to investigate further your request.

It doesn’t have an import option at the moment.
Thanks for your replies. I have found a workaround though. The pro version of WP All import plugin allows a csv import of custom post types. In step 1, choose ‘Downloads’ as what to import. In step 3, map the file url column to ‘sdm_upload’ custom field.
