First you need to uncompress it (files ending in .gz are compressed).

WinZip or 7-zip should be able to help you with that.

What platform is blogharbor.com based on?

Search the forum: there have been posted several solutions for "slicing up" huge xml files...

    Blogware.

If you need to slice the XML file up into chunks, then it should be easy, just slice it into large chunks of complete <item>'s.
