 * Hi, newer at web design and a total newb at implementing svg, but I knew there
   had to be a more effective way of doing custom rollovers. Do I need to make any
   alterations to my theme files, or would I simply change the tags in the text 
   editor?

 * Hi there,
 * You can add the svg via the media uploader same as other images.
    Insert it into
   your post/page using the text editor, add the css class to the img tag, then 
   you will be able to add css to affect your image, for example, you could set 
   any part of the svg to opacity 0.8, then on hover set it to 1.0, creating a kind
   of hover glow.
