 * I’m not sure this qualifies as a bug or not, but I’m wondering if there’s a better
   way to ensure that re-sized images really are resized and not just given new
   dimensions.
 * Explanation:
 * I have a site with many, many guest authors. They don’t have a clue about what
   image optimization means so I often get massive images (like over 1meg) uploaded
   to posts. They have no idea that they’re creating a bandwidth problem and the
   images appear properly sized.
 * Is there any way to ensure that WP is actually creating a new, resized image
   rather than just changing height and width in the code?
