Image order

I recently had someone set up a new site for me…things didn’t work out well and the site is about 75% the way I want it. My biggest issue is the order of the images once uploaded to a new gallery. Why won’t they remain in the order that I “drag and drop” them into upon initial set up of the new gallery?
