image not appearing in header.php navigation

Hi – I am working on a custom navigation in the header.php.
How come the img tag does not work for a list of links ?

example :

• <img src=”http:/www.test.com/image/image1.jpg” border=’0′>

(note the images exist, I am just using an example)
