Iframed content's location issue

I have encountered with another problem.

When I click a link at the bottom of a page, the bottom part of a new page is shown.

For instance, if I click link to a video at the end of a page at http://www.koreaobserver.com/k_tube/, I will likely see an empty area rather than the music video.

This is because the page is reloaded but stuck in a location where I was viewing.

Users would expect the new page to be viewed from the top.

Do you have a solution to fix the problem?
