If a coupon is activated, allows free shipping if original price is over $49

    My site offers free shipping within Australia for orders over $49. Everytime I run a discount coupon, if the original price is over $49, and then once the code is used, and the order falls under $49, the buyer still receives free shipping. I want to enter a code so that this does not occur, free shipping is only offered for all orders over $49 included when coupons are used.
    What do I need to enter and where?
